Non-Commissioned Officers (NCOs) are the backbone of modern armies, and NATO Allies are helping ensure that Ukraine’s NCOs are strong, confident and ready to lead their troops in defence of their country.

Synopsis

The Lithuanian Army is helping Ukraine’s armed forces defend their homeland by training the next generation of Ukrainian Army Non-Commissioned Officers (NCOs).

NCOs are the ‘middle management’ of Allied militaries, often charged with making quick decisions without waiting for explicit direction. This makes armies tactically agile and capable of responding to situations as they develop.

NATO trainers have focused on fostering a strong, confident NCO corps in the Ukrainian Army since Russia’s illegal annexation of Crimea in 2014. After Russia’s full-scale invasion in 2022, these NCOs became the cornerstone of a flexible defence, allowing Ukraine to successfully resist Russian advances on several axes.

During a recent eight-week course, Lithuanian trainers worked with prospective Ukrainian squad leaders teaching them about the fundamentals of squad leadership. Lithuania has also trained Ukrainian mechanics on how to maintain the M113 armoured personnel carrier and the PzH 2000 self-propelled howitzers.

Footage includes shots of Ukrainian soldiers in trenches firing weapons plus interviews with Lithuanian instructors and anonymous Ukrainian personnel.

“So personal experience about leading men, it’s hard. It’s hard, really. Because you don’t fully… Somebody said some time that you don’t become a man unless you take responsibility for somebody else. You are merely a boy if you take a responsibility just for yourself. And there are several ways for a boy to become a man: it’s become a father, or to become a leader, or both. It’s like a reality check. Because after you take responsibility for other guys, you really understand what it’s like to be a man, what it’s like to make a decision for somebody else.”

“The primary goal of NATO armies and NATO as a full-on military force is standardization of all of its branches, so that like American troop can work with Lithuanian troop, and they would perform the same standard operational procedures, they will do the same tactical manoeuvres, etc. So, they can really deploy anywhere and perform with everybody. And it’s like full-on interchangeability of troops. So, the Lithuanian instructors provided us with knowledges about NATO SOPs with different situations. What I like the most is their approach to the planning of the operation and their approach to the mechanised tactics, tactics with armoured personnel carriers (APCs), and so on. And lots of imitation – imitation of rounds, blank rounds, dry fires and blank fires with A24, grenade launches, etc.”

“For me personally, being the division commander means that I live with the guys, I am responsible for their lives directly as a commander. If someone dies, it will be my fault, because I commanded badly, it means that I did something wrong. Anything can happen to the guys, but 50 percent of the blame lies with the commander, because he commands incorrectly. That's how I see it.”

(07:19) SOUNDBITE (ENGLISH) STAFF SERGEANT SARUNAS ZILINSKIS, INSTRUCTOR, LITHUANIAN ARMY
“First of all, they will bring back experience about how our NATO students are developed and trained. Afterwards, they will be able to conduct operations quicker, hopefully, and they will be known, methodical procedures, how to train, how to teach, and how to develop the trainings.

(07:39) SOUNDBITE (ENGLISH) STAFF SERGEANT OLEGAS MAGAS, INSTRUCTOR, LITHUANIAN ARMY
“During the courses we have different soldiers, with different experience. Some of them experienced NCOs already. They have combat experience. But there is also some students who don't have enough military experience probably, just basic knowledge. And during this course, we train them more or less to the same level. We train leaders to be able to lead the soldiers in the battle. So, I think this course is useful for us and for Ukrainians as well because we learn from them and they learn from us as well.”

(08:30) SOUNDBITE (RUSSIAN) UKRAINIAN ARMED FORCES PERSONNEL, ANONYMOUS
“Personally, my motivation to continue fighting for my country, for Ukraine, is the understanding that I will never have a home anywhere else but in Ukraine, because this is my home, my country. I was born in it, since my childhood in independent Ukraine. And we do not intend to give away our home to anyone, we do not intend to live under the rules of another country either. And there is only one way to protect our country, because … if we do not protect it, we will completely die out. There will be no such country as Ukraine and no such nation as Ukrainians. Therefore, there is only one choice left for us, and that is to fight.”
